It's 2:00 am on Interstate 99 in rural Pennsylvania and a Pennsylvania State Police trooper makes a routine traffic stop. His nearest backup is over an hour away. He needs to know – and for his safety he has a right to know – if the motorist he is about to encounter is the target of a drug task force investigation or a member of an extremist group.

Intelligence collection is not enough, and in a state with approximately 12 million residents and over 1200 police departments, the information sharing partnership between local and state agencies is crucial in the fight against crime and terrorism.

In this informative – and lively – webinar, Julian Sher, award-winning investigative journalist, will interview Sgt. Ray Cook, Supervisor of the Intelligence Unit with the Pennsylvania State Police, and Deputy Chief John A. Livingood from Abington (PA) Township Police Department about their perspectives on the common intelligence challenges between local and state law enforcement agencies.

He is the co-author of a book on organized crime called "The Road to Hell: How Biker Gangs Conquered Canada."

Sergeant Ray Cook - Pennsylvania State Police

Sgt. Ray CookSergeant Raymond Cook, Supervisor, Intelligence Section, is a 13-year veteran of the Pennsylvania State Police and has served with the agency’s intelligence operation since 1999. In 2003, he played an integral role in the development of the Pennsylvania Criminal Intelligence Center (PaCIC), a 24/7 operational intelligence organization. Prior to his focus on intelligence operations, Sergeant Cook served as a trooper for 6 years.

Deputy Chief John A. Livingood - Abington Twp. Police Department

John LivingoodJohn A. Livingood, a 34-year veteran of the Abington (PA) Township Police Department, is Deputy Chief and Commanding Officer of the Detective Division. He is certified by Pennsylvania Municipal Police Officers Education and Training Commission to instruct police officers throughout Pennsylvania on criminal investigations. He serves on the Board of Advisors of the National Association of Bunco Investigators and on the Policy Board of the Middle Atlantic - Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN).
