Intelligence Management for Law Enforcement

Effective policing relies on being able to gather, analyse, disseminate and manage large quantities of data. Memex’ Intelligence Management  module goes further to provide law enforcement officers and operatives with the right data, delivered to the right person  at the right time.

With over 20 years experience in law enforcement intelligence management,  our  Intelligence Management Module is the most advanced system available for intelligence-led policing.

Built specifically to meet the needs of police, the system accommodates all levels of operatives from on the ground officers to intelligence professionals and analysts.

Memex has bespoke functionality which can deal with particular police intelligence requirements including:

MOPI, Briefings, Telecoms, Vehicle, STOPS, as well as People, Object, Location and Events (POLE) records.

As a leader in policing solutions, Memex brings real benefits to any force.

Cost effective

Easy customisation that can be handled in-house to enable your agency to reflect changes in business requirements or indeed regional initiatives.

Time efficient

Total Content Access searching enables a single question over all intelligence held in the system. Information served in real time.

Inbuilt risk assessment

Risk Assessments attached to relevant records in the system ensuring risk are identified and analysed. The mandatory nature of Risk Assessments is configurable in the system, so, for example, where an Intelligence Report contains a Handling Code of 5, users can be forced to create a Risk Assessment.

Data quality

Input structure encourages accurate and standardised input of intelligence into system. Tools such as the Person Description Builder, allow users to enter data in a structured and consistent way and provide a quick and easy method of input.

Information delivered to relevant operatives and decision-makers

In-built workflow guides users through the entry, supervision, sanitisation and dissemination of Intelligence ensuring that the right Intelligence gets to the right people at the right time. Intelligence reports have an urgency categorisation which enables the system to highlight those that require action as a matter of priority to be highlighted to relevant users.

Linking wizards help users to search for POLE records and link them to Intelligence

Where a pole record does not exist, the user can create it, and data fill-down functionality prevents the need to double-key. Customisable parameters ensure that new records are only created when their uniqueness in the system can be established thus preventing the creation of duplicates.

5x5x5 evaluation system

Individual pieces of Intelligence within a single report can be graded independently to ensure that each piece can be handled specifically and as appropriate. As well as preventing the need to create multiple unsanitised reports this aids the supervision and sanitisation process.

Intelligence briefings

In line with the National Briefing Model (NBM) the system enables the creation of Briefing records which bring together information relating to policing priorities and inform how resources are to be deployed as a consequence. Briefing records can include intelligence as defined in the NIM tactical menu (ie, priority locations, crime/incident series, subjects and high risk issues. Briefings can be presented fast-time or disseminated to relevant individuals/groups for slow-time consumption. Tasks can be associated with Briefing content.

Management of Police Information (MoPI)

MoPI groupings can be applied to records to ensure that risk is identified and to reflect the offence/type of data to which the record pertains. The system automatically calculates Clear Periods and Review Dates and keeps them up to date. Scheduled and Triggered reviews are automatically tasked out as appropriate. An NRAC form is available to help users determine whether data should be retained on the system or disposed of.

Data sharing

Ability to interrogate multiple data sources and platforms and share with relevant bodies if required

Secure

Permission based access levels
Source and confidential informant details remain secure

Resource management

Workflow directs the movement of Intelligence through the system until it has been through all relevant supervision and sanitisation. All users have workflow queues on the Home Page of their systems which clearly indicate the records they have to deal with ensuring none are overlooked.
