Successful Fusion Centre Building Blocks

Building a fusion center does not make us immediately intelligence led.
While some police believe that just building a fusion center makes them Intelligence led, this is clearly not the case. Becoming an intelligence-led organization involves many factors including change from the very top to the very bottom of the law enforcement organization.
